2022 FOOTBALL SEASON!



This information is provided to all current and prospective football officials.

2022 Football Registration


The Football Kickoff Meeting will be Monday, July 12 starting at 6 PM. This will be an online ZOOM meeting. We will be discussing future meeting format, but we thought we could cover more people by having this meeting online. Registration will being Friday, July 9. We will start our registration to coincide with the FHSAA registration. Registration on the Arbiter will look different this year. We are getting it setup and testing it.

Registration Deadline is September 28. There will be a no late fee, but no more registrations after September 28


The following are needed to complete your MFOA registration: Membership Application (Arbiter online)

W-9 Form (if not already on file or changes)

Proof of JLA Clearance (State Badge)

Membership Dues & Booking Fee(s)

Brand New Officials and Transfers




Welcome to the MFOA. We strongly encourage you to contact one of the football directors.

If you are transferring from another state, have your previous association forward your experience (years of service, meeting attendance and game count) to the FHSAA at jhernandez@fhsaa.org and a copy to leahyret@aol.com, MFOA Secretary.


2020 Jessica Lunsford ACT (JLA)



A sports official is considered an independent contractor. As such, each official is required to undergo a level 2 background check.

2022 Rule Books


After you register with the FHSAA, you will receive a 2020 RULE BOOK. Electronic books are no longer available on the Arbiter. The FHSAA is not providing case books or officials manuals. We will be providing more information about these books. Do you have the NFHS app on your phone? $6.99 gets you the rule book







Uniform for Football Officials




BLACK PANTS with white stripe (w/ Black Belt)


BLACK SOCKS


BLACK AND WHITE 2” STRIPED SHIRT

AMERICAN FLAG (white border) PATCH ON LEFT SLEEVE

(Short sleeve, 2” above top of black cuff)

(Long sleeve, 3” below shoulder seam)

FHSAA PATCH ON SHIRT POCKET or ABOVE SHIRT POCKET


BLACK HAT WITH WHITE PIPING (Referee: WHITE HAT)


BLACK SHORTS with white stripe (sub-varsity games)

For playoff officials, the FHSAA logo is required on the pants, but black pants WITHOUT the logo are permitted (local association adoption) during the regular season. The logo is required ONLY for the playoffs.


For non-FHSAA contests (youth football), the FHSAA logo MUST NOT be showing on the uniform. It may result in a fine


Officials Gear


Whistle: Lanyard, Finger whistle and now, electronic whistles


Penalty marker (flag): Yellow, gold

Bean Bags: White, Blue

Game Information Cards & Pencil: Keep up with timeout, score, etc.

Down Indicator: Worn on the wrist, keeps up with 1st, 2nd, 3rd, 4th downs

Clip for Chain: Marking the line measuring line on the chain

The MFOA & FHSAA use Arbiter Sports for booking purposes.

Bookings are not listed on MFOA website.


go to PROFILE to see if all your info is correct


go to BLOCKS for any days/times/schools that you do not want to be booked


block schools that direct relative attends/works or you work(ed) /attended in last 4 years


go to SCHEDULE to see games that you have been booked.


will show time, place, teams, crew names and phone #'s

check box for ACCEPT or DECLINE

go to NOTES to communicate with crew


Important things to remember:


Contact the Referee at least 48 hours prior to game to check in (must get response)


Get information about meeting time & place, travel arrangements, uniform (shorts, knickers, black pants)

2022 Football FEES and Getting Paid


These are the fees now listed in the FHSAA Guidebook for football.

Varsity on Field = $111.00

Sub-varsity on Field = $75.00

Clock Operator = $70.00


(Add $10 to the above amounts if travel distance is greater than 50 miles.)
